<p><span> 正泰新能源衢州160兆瓦光伏生态公园项目坐落于我区九华乡、万田乡，总投资约16亿元，将致力于打造全国最大的新能源宣传基地和光伏生态示范基地。项目建成后预计每年可为衢州提供1.76亿千瓦时的清洁能源，每年减少二氧化碳排放16万吨、标准煤5.73万吨。</span> </p>
<p><span> 据了解，为确保正泰光伏项目如期并网发电，自项目启动以来，区领导多次到现场协调解决问题，发改、规划、国土、电力、林业等相关部门积极主动做好相关审批工作，九华、万田乡专门成立工作指导组推进项目建设。九华乡干部在光伏项目一线办公、一线部署、一线解决问题，提供上门“付款”服务，以真诚换取百姓的真心，自去年9月以来，已累计流转5个行政村土地2597亩。其中，九华乡上清村启动高贤地块土地流转工作后，坚持“一碗水端平，一把尺子量到底”原则，仅用8天时间就完成了117户农户200亩土地的政策处理，跑出了“上清”速度。万田乡则通过充分的前期准备工作，在今年2月底顺利流转三和村土地1000余亩，超额完成了与正泰公司原先签订的820亩的目标任务。</span> </p>
<p><span> 光伏生态公园项目并网发电的背后，是攻坚干部们默默的付出。九华乡林业站站长严德卿还有4年就要退休了，今年3月，他因胃出血住进了医院，由于病情严重，一住就是20多天，直到4月初才出院。4月13日，得知乡里要开展光伏项目土地流转攻坚行动，刚出院不久的老严不顾身体不适，选择加入上彭川攻坚组。在攻坚组的两个半月时间中，每天工作到晚上10点或11点成为老严的常态，骑40分钟摩托车回到航埠家中已接近零点。由于乡镇工作经验丰富，分析问题到位，老严成为了攻坚组的“主心骨”。上彭川村村民方某近一家一开始强烈反对光伏项目。老严率队连续两天到方家做工作做到晚上十点。针对方某近是村里的老党员，老严严肃地给他上了一堂私人利益与国家利益如何取舍的党课，做通了他的思想工作。得知方某近两个儿子在昆山上班，老严便两次通过电话，向他们解释土地流转和补助政策，解除了他们的思想顾虑，取得了他们的支持。之后，老严又以持之以恒的精神，做通了方某近妻子的工作。</span></p>
