<p><span> 按照“政府出钱、社区出人、街道主体、工程总包、住建监管”的思路，2017年，我区计划改造信安街道迎和片区、府山街道上下街片区、荷花街道兴华苑片区、双港街道双港片区、花园街道新苑片区和衢化街道滨三村片区等老旧小区144.2万平方米，基本达到“路面平整、路灯明亮、绿篱修补、车位增加”的目标，受益居民17800余户。</span> </p>
<p><span> “违章搭建要赶快处理！”“这里做好雨污分流了吗？”方庆建一行先后走访府山街道上街片区、信安街道迎和小区北片区等地，详细了解旧住宅区雨污分流、道路破损、小区路灯楼道灯亮化等情况，指导推进旧住宅区改造工作。在随后召开的汇报会上，方庆建听取了相关部门和乡镇（街道）改造工作情况汇报，并就下步工作进行部署。</span> </p>
<p><span> 方庆建强调，旧住宅区改造是2017年区政府为民办实事项目，是老城改造的重要抓手。相关部门和街道要认真核实建设内容，结合房屋建设年代、小区配套等实际情况，以修复性、修补性、功能性为定位，扎实推进雨污分流、老化水管更新、停车位新增、局部绿化、节点景观建设等工作。要结合往年旧住宅区改造经验，与市级相关部门做好对接，争取市里的理解支持。要加强前期基础工作，按照政府投资项目思路，做好相关评审工作，抓紧制定设计方案。要做好现场施工组织，按照实力强、业务精、经验足的标准筛选施工单位与专业的监理单位，及时协调解决改造过程中遇到的问题，确保改造工作顺利推进。</span></p>
