<p><span> 按照往常，申请人从准备材料到派出所申请到最后领取，来回跑两趟是必须的，办理期间等上7到10天也属正常。可近日，市民黄先生仅跑了一趟，花了10分钟就当场拿到了准迁证。</span> </p>
<p><span> 那天，黄先生急匆匆跑进市公安局柯山分局城南派出所求助：因工作繁忙，他把孩子今年5月底报名上小学的事情给忘了，眼瞅着到了报名上学截止日期，可他的户口都还在广东老家，没迁过来！</span> </p>
<p><span> 黄先生事先也准备好了材料，可现在的关键是与时间赛跑！户籍民警李忠进一边安慰黄先生别急，一边接过材料仔细审核起来，审核完就掏出手机拍照……10分钟后，准迁证就交到黄先生手上，这令他喜出望外。</span> </p>
<p><span> 这张准迁证是柯山公安分局有史以来办理最快的一张，也是该分局推行“最多跑一次”改革以来，派出所户籍窗口当场成功办理的第一张准迁证，速度的飞跃得力于分局不久前刚投入使用的“钉钉”户籍审批系统。</span> </p>
<p><span> “钉钉”之前被衢州公安用于内部队伍管理，为更好地响应“最多跑一次”改革，给百姓带去更多便利，柯山公安分局率先在“钉钉”上开发业务审批功能。</span> </p>
<p><span> 户籍民警打开“钉钉”，点击“户政审批”，确定派出所，填好申办人，选择申办业务，然后将审核无误的材料拍照上传，发出申请，之后按照流程由派出所教导员审核，再上报分局业务部门进行审批。</span> </p>
<p><span> 现在，行政审批服务科民警池军的手机就时不时被“叮”一下，身为业务审核的重要一环，做了20多年户籍工作的他感触很深：准迁证的规定办理期限是15天，一般7到10天就可办出，3天办出已经很快了。他感叹：“现在我们将中间环节全部数据化，10分钟就够了。做到群众事先办，材料事后流转补签，这也方便了派出所户籍民警的工作。”</span> </p>
<p><span> 李忠进的话印证了池军的说法：“以前我们要将材料送到分局业务部门，等业务部门审批后，再去取回。我们派出所到分局有七八公里的路途，来回一趟就耗时半小时。”</span> </p>
<p><span> 目前，可在派出所通过“钉钉”户籍审批系统当场办结的业务共有10项。行政审批服务科科长张秀娟相告：“使用 ‘钉钉’也只是暂时的，今后会有更专业的移动行政审批系统，更多的数据将被打通，为百姓提供更多的便捷服务！”</span></p>
