<p><span> 法院经审理查明，事发前方某忠、方某福等人多次召集村民在祠堂、大棚开会，要求村民坚守大棚，阻拦政府量地、征地。</span> </p>
<p><span> 2016年7月11日6时许，下方村村民在通往量地现场的道路上列队阻拦，当被害人梅某峰等人走近村民时，被告人方某仙、袁某香、盛某琴、方某金等人朝梅某峰、叶某飞方向泼洒汽油，汽油遇明火后燃烧，导致梅某峰、叶某飞被烧伤。</span> </p>
<p><span> 随后，村民继续与国家机关工作人员对峙，期间，被告人方某发、袁某香、盛某琴、许某英等人高喊“同归于尽”等口号；被告人许某英、方某清、方某洪、徐某花等人在现场亦通过泼洒汽油、手持石灰包、打火机等方式威胁工作人员，造成征地丈量工作无法开展。后经鉴定，被害人梅某峰损伤为轻伤一级，被害人叶某飞损伤达轻微伤标准。</span></p>
