<p><span> “四个平台”（综治工作平台、市场监管平台、综合执法平台和便民服务平台）建设是省委部署的重要工作，“党建+治理”大联动机制是区委第八次党代会明确的重要任务。村（居）全科网格建设作为这两项工作的重要一环和基础支撑，直接关系到“四个平台”和“党建+治理”工作成效。按照网格统一划分、支部统一建立、资源统一整合、人员统一配备、职责统一明确、服务统一保障、任务统一分配、信息统一采集、报酬统一筹措、考评统一实施等工作要求，我区着力推进党建网、综治网、服务网等“多网合一”，网格化、信息化、扁平化等“多化融合”，通过“多员合一、一员多用”，有效整合资源，降低行政成本，进一步提升为民服务质量，实现矛盾、问题不出村、不出乡，破解基层治理目前面临的难题，为平安柯城、法治柯城建设提供坚实的基层基础保障。</span> </p>
<p><span> 余龙华指出，推进全科网格建设是落实“四个平台”建设和构建“党建+治理”大联动机制的现实需要，是优化基层资源、提升社会治理的迫切需要，也是加强党的基层组织建设、发挥基层组织战斗堡垒作用的重要支柱。建设全科网格要以“实”“细”“全覆盖”为标准，科学划分网格，避免重复、遗漏；要按照网格长、专职网格员、兼职网格员、网格指导员“一长三员”要求，选优配强网格工作人员；要建立健全事项准入、例会培训、矛盾纠纷调处等工作运行机制，出台资金保障、奖惩考核制度。乡镇（街道）副书记要全面负责全科网格建设，区级层面要建立综合指挥中心，构建“大联动”机制，做好督查考核，指导建立全科网格机制制度。</span> </p>
<p><span> 会上，区委政法委就深化全科网格建设工作进行了专题部署，区编办对“四个平台”建设提出了具体要求。</span></p></div>
