<p><span> 会议研究讨论了《柯城区2017年度一般公共预算收入目标考核办法（送审稿）》。方庆建指出，柯城区税收盘子小、基数小、增长数小，各乡镇（街道）和工业园区要增强财政意识，加强税收征管，积极做好协税护税，加大招商引税力度，壮大财政实力。</span> </p>
<p><span> 会议研究讨论了《“两山”建设财政专项激励政策实施方案（送审稿）》。据了解，今年省财政整合专项、统筹财力，设立振兴实体经济（传统产业改造）、“两山（一类）”和“两山（二类）”建设三项财政专项激励资金，通过实施竞争性分配，择优选取48个县（市、区），连续支持三年，每年给予每个县（市、区）一定额度的专项激励资金。柯城区被列入“两山（二类）”建设财政专项激励政策支持县（市、区）。自今年起连续三年，省财政每年将给予柯城1亿元，用于提升生态环境质量、提高居民收入水平。为此，我区制定了该实施方案，进一步明确发展目标及措施。方庆建强调，“两山”建设财政专项激励资金来之不易，要进一步完善方案内容，聚焦重点领域，用好专项激励资金，确保完成方案确定的各项目标任务。</span> </p>
<p><span> 会议还研究讨论了 《柯城区驻点专业招商组管理考评办法（送审稿）》、《柯城区2017年招商引资考核实施细则（送审稿）》和2015年6月4日以来符合招商引资信息奖励项目、专业市场城城市基础设施配套费相关优惠政策、花港家园安置小区二期建设项目EPC招标文件主要条款等相关事宜。</span></p>
