<p><span> 意见对提高限额、优化配套措施等方面提出了明确要求：一是提高进区交易中心交易的限额。施工类项目单项合同估算价提高到50万元，双港管委会，专业市场管委会和航埠镇（工业功能区）的施工类项目提高到100万元。与工程建设有关的重要设备、材料等货物的采购单项合同估算价提高到50万元；勘察、设计、监理等服务类项目采购单项合同估算价提高到30万元。二是调整相关额度内集体决策机制。限额以内项目若采用邀请招标或者直接委托方式不再由区政府出具会议纪要，而由部门（单位）、乡镇（街道）领导班子集体讨论进行。三是突出强化审计监督。政府投资项目必须进行审计，单项工程费用送审结算价100万元以上的须由审计机关出具审计，限额以下项目安排社会中介机构进行审计，审计机关每年度抽审至少20%的审计结果报告。</span></p>
