<p><span> 会议研究并原则通过了《创业创新发展引导基金管理暂行办法（试行）》。据悉，为引导社会资本投入我区创业投资事业，加快自主创新步伐，促进高新技术培育和产业化发展，我区决定设立1亿元创业创新发展引导基金，优先投入政府重点扶持的战略性新兴产业，培育一批新兴产业骨干企业，加速高端自主创新资源集聚。方庆建指出，在近几年的招商引资过程中，很多企业越来越关注当地的金融环境，设立政府引导基金有利于打破传统融资渠道、增强招商引资竞争力。基金成立后要制定好管理办法，选好管理团队和投资企业，充分发挥基金作用。</span> </p>
<p><span> 会议研究讨论了加快推进普惠性乡村民宿发展的奖励办法。为促进农民增收，推进美丽乡村建设，我区计划通过一年努力，力争新增农家乐民宿综合体6个、民宿集中村6个、床位5000张以上，床位总量突破10000张，配套安排专项资金对符合条件的乡村民宿经营户、民宿集中村、农家乐民宿综合体等给予奖励。方庆建指出，要加强政策激励引导，鼓励有条件、有资源的村庄和经营者发展乡村民宿，扶持、培育一批民宿集中村，带动农民增收致富，推动传统农家乐转型，提升村庄环境和农民素质。</span> </p>
<p><span> 会议研究讨论了衢州市沿江公路PPP项目（柯城段）实施方案。据悉，衢州市沿江美丽公路是浙江省首条生态休闲沿江道路示范工程，也是一条江山港和常山港Y型流域美丽经济走廊的创新性道路。柯城段是其中的重要组成部分，建设内容包括公路部分26.31公里、绿道部分4.9公里，以及沿途景观绿化工程和附属设施等，项目拟采用公路建养一体化的PPP模式运作。方庆建要求，要着眼长远，提高站位，把好项目规划设计关，科学设计道路，根据实际适当超前谋划绿化带面积、道路宽度等内容。</span> </p>
<p><span> 会议还研究讨论了小城镇环境综合整治EPC招标工作、物流大道东延政策处理等其他事项。</span></p>
