<p><span> 从2011年开始，我省围绕 《国家中长期教育改革和发展规划纲要（2010～2020年）》，展开教育现代化县（市、区）督导评估。督导评估标准的5项一级指标是“优先发展、育人为本、促进公平、提高质量、改革创新”，下设12项二级指标、41项三级指标，总分为1000分，另有一项改革创新的一级指标20分加分项目。这些指标涵盖了教育外延和内涵发展的主要内容，总评估分为1020分，达到850分以上才能成为实现基本教育现代化县（市、区）。根据创建工作安排，我区将于今年6月启动正式申报，9月接受省评估组预评估，确保2017年创成省教育基本现代化区，2019年实现教育现代化。</span> </p>
<p><span> 方庆建指出，创建教育现代化区是落实上级部署要求、打造教育强区的迫切需要，是擦亮柯城教育“金名片”、提升教育整体水平的现实选择，也是实施“两创强区”战略、全面建成小康社会的题中之义，更是打造“首善之区”、扛起主城担当的重要体现。全区各级有关部门要统一思想，充分认识创建教育现代化区的重大意义，切实增强创建工作的紧迫感和责任感。</span> </p>
<p><span> 方庆建要求，要对标对表，提升教育现代化创建的底气和实力。要聚焦差距补短板，提高标准化学校比例、学前教育质量和数量、社区教育培训网点达标率，从严控制班额。要狠抓队伍强管理，结合实际、抓好谋划，强化管理、创新实践。要紧扣热点强改革，创新经费投入方式，加强教育内涵建设，推动学校特色发展。</span> </p>
<p><span> 方庆建强调，要强化保障，迅速形成创建工作合力。全区上下要树立“一盘棋”思想，明晰职责，齐心协力，强化组织领导，确保工作落实落细；强化宣传引导，营造浓厚创建氛围；强化分工配合，凝心聚力形成合力； 强化督查考核，严明职责，构建联动共进的工作格局，努力创成省教育基本现代化区。</span></p>
