<p><span> 据了解，我区公布的首批“最多跑一次”事项目录涉及16个部门180个事项，其中和区市场监管局有关的有56个事项。为加快推进“最多跑一次”改革，区纪委派驻区市场监管局纪检组进行立项监督，从组织领导、改革举措、群众评价等方面开展监督，收到较好效果，使许多不可能“最多跑一次”变成“可能”。</span> </p>
<p><span> “涉及企业的受理事项和个体工商相比，需提交的材料多，程序复杂，审核较慢，工作量大，而且我们目前还有40余件受理积件未完成审核，窗口力量不足，不可能实现‘最多跑一次’。”负责企业受理窗口的干部在2月23日派驻纪检组宣布对“最多跑一次”改革进行立项监督会议上提出了改革面临的困难和问题。</span> </p>
<p><span> “宁让干部受点累，不让群众跑断腿！”派驻纪检组提出了明确的改革时间表。“改革的实施方案最快多久能出台？完成办证网络告知平台建设最快需要多长时间？完成受理的积件清理审核需要多长时间？”在派驻纪检组有力推动下，各业务科室均给出了时间表：一周内完成所有积件处理，再用一周时间实现“最多跑一次”试行。增设窗口办证引导员、企业审核干部实行接待“班长”制等减环节、减流程、减时间的具体举措被一一制定出来。</span> </p>
<p><span> “即使下班时间到了，已取号的办事群众必须受理，绝对不过夜！”纪检组又提出了更高的要求：“最多跑一次”必须按照时间节点和改革要求及时推进，对不认真履行职责、工作明显滞后的单位和个人，将严肃追责。</span> </p>
<p><span> 纪检组的立项监督倒逼该局各条业务线上的干部不等不靠，先行先试探索快速推进“最多跑一次”改革。改革过程中，派驻纪检组还带着当地电视、报纸等媒体记者和行风监督员来到窗口，现场跟踪企业、群众办事，模拟办证，顺利把不可能“最多跑一次”变成了可能。</span></p>
