<p><span> 衢化片区作为衢州南部区块的重要组成部分，是产城融合发展的重要节点。据统计，衢化核心区块内共有上世纪六七十年代建筑近80幢，小区居住环境欠佳，基础设施配套落后，供电线路老化，排污系统不畅。为改善居民生活条件，完善城市功能，我区计划对该区块进行改造提升。</span> </p>
<p><span> 徐利水先后来到昌苑社区文苑村和昌苑村，实地察看该片区危旧房现状，认真听取当地干部汇报危旧房排查情况。在文昌社区北苑村，他走进一户居民家中，详细了解危旧房内部结构和老化程度。走访中，徐利水还与社区居民交流，征求当地群众对危旧房治理的意见建议。</span> </p>
<p><span> 在随后召开的座谈会上，衢化街道、衢化城投开发有限公司详细汇报了衢化片区棚户区改造实施计划，区住建、规划、征迁办等相关部门围绕改造工作提出了意见建议。徐利水边听边记，并针对存在问题和与会人员进行研讨，提出相关要求。</span> </p>
<p><span> 徐利水指出，加快衢化片区改造提升，对全面推动柯城巨化一体化发展、改善当地群众居住环境具有重要意义。当前，衢化片区危旧房改造工作迫在眉睫，改造时机已经成熟，衢化街道、衢化城投开发有限公司和相关部门要高度重视，借助全省城中村改造和危旧房治理工作的东风，迅速行动，加快改造前期各项准备工作，切实为衢化老百姓解决实际困难。</span> </p>
<p><span> 徐利水强调，要明确改造范围，科学划定棚户区改造区块，研究制定地下管网等附属设施的具体范围。要做好规划设计，加强与市规划部门对接，抓紧出台片区控规方案和改造设计方案。要明确工作机制，与市级相关部门联合组建工作领导小组，并设立区级改造指挥部，配强工作力量，加强对改造工作的领导。要明确开发模式，探索用PPP模式解决片区改造和开发问题，积极向上争取资金和政策支持。要明确工作步骤和建设时序，摸清片区危旧房具体情况，加速腾空D级危房，妥善安置相关居民，确保4月底前完成该片区改造提升各项准备工作。</span></p>
