<p><span> 方庆建首先来到区行政服务中心办事大厅，详细了解市场监管、国土、住建等相关窗口办事流程、便民举措和“最多跑一次”改革工作落实推进情况。在随后召开的座谈会上，区行政服务中心汇报了“最多跑一次”改革工作进展情况以及“一窗受理、集成服务”改革实施方案，相关部门作了交流发言。</span> </p>
<p><span> 方庆建指出，“最多跑一次”改革是今年省政府“一号工程”，是深化政府自身改革的重要抓手，也是推进便民利民服务的有效举措。要坚持市区同步、守牢底线、加快步伐，以“最多跑一次”倒逼简政放权、放管结合、优化服务，推动“最多跑一次”改革向纵深推进。</span> </p>
<p><span> 方庆建强调，要树立目标导向和问题导向，把覆盖率达到80%作为底线，列出深化改革清单，通过事项梳理、流程再造等途径，进一步优化办事流程，及时发现、着力破解改革过程中遇到的各种困难和问题，把方便留给群众。要充分运用大数据等信息化手段，打通信息壁垒，破除信息孤岛，提高办事效率，实现“一站式”办理、“一条龙”服务。要按照“集成服务、统一入口、统一平台、统一标准”原则，加快“一窗受理、集成服务”改革，进一步加强窗口、部门人员整合，研究采用政府购买服务等方式破解人员瓶颈。要加快推进“一窗受理、集成服务”改革大厅窗口硬件设施优化，确保“最多跑一次”改革真正落地见效。要继续探索推进“一窗受理、集成服务”改革向基层延伸，结合“四个平台”打造，构建政府服务群众“扁平化通道”。要加强部门协作配合，完善审批、监督等机制，保障改革实施到位。</span></p>
