<p><span> 市第七次党代会提出了全面推行城乡垃圾分类制度，加快实现垃圾减量化、资源化、无害化处理的要求。我区迅速贯彻落实市党代会精神，启动“大干三个月 干成六件事”集中攻坚行动，垃圾分类处理就是必须干成的六件事之一。据不完全统计，去年我区仅城区就产生约6.1万吨垃圾，用普通的垃圾车清运，需要1.8万车次，车辆排成队伍长达80公里。目前，我区城乡平均每天要产生325吨垃圾，年人均垃圾量高达500斤，垃圾分类</span><span>了《2017年柯城区国资改革工作计划》和《关于进一步深化国资改革的若干意见（送审稿）》。方庆建指出，随着市区国资一体化合作平台建设进程的加快，推动田园公司、城投公司市场化、职业化改革，继续深化我区国资改革意义重大。要进一步完善国资监管组织架构建设，配强力量，健全班子。要从城投公司和田园开发公司入手，推进国资公司改革，区国资委要加快明晰梳理原国资公司所管辖事权，进一步细化完善深化国资改革方案后提交区委常委会研究讨论。</span> </p>
<p><span> 会议研究讨论了《花木线、苦狮线、万坞线小城镇综合整治绿化工程 EPC 招标工作方案》。方庆建要求，采用EPC模式，要选择符合总承包资质条件的施工单位，把好审计关，加强对施工过程的监督管理。</span> </p>
<p><span> 会议听取了柯城区小城镇环境综合整治采用 EPC 模式的情况汇报，原则同意我区小城镇环境综合整治采用 EPC 的模式进行建设。方庆建强调，要科学划分项目标段，按一个乡镇一个标段实施，适度扩大招标面； 规划分局要尽快确定规划设计方案，排出施工项目；各乡镇作为项目业主和责任主体，要加强与有关单位的沟通协调，形成合力推进项目。</span> </p>
