<p> <span>据了解，为深化供销合作社和农业生产经营管理体制改革，省委省政府要求通过分类试点和分批改革，逐步构建生产、供销、信用“三位一体”的农民合作经济组织体系及有效运转的体制机制。2014年5月，我区成立来料加工担保互助会，开启“三位一体”改革，并首次尝试信用合作新模式。去年5月，柯城区农民合作经济组织联合会（农合联）挂牌成立，并在互助担保融资等关键领域取得了突破性进展，标志着我区“三位一体”改革迈上了新台阶，农合联运行“实体化”、生产合作“社会化”、供销合作“专业化”的改革目标正在稳步实现。</span> </p>
<p> <span>方庆建先后来到区农合联农产品购物中心、农民培训中心、农村“三位一体”改革运行模式展示厅等地，详细了解区农合联运作情况，并主持召开座谈会，听取我区农村“三位一体”改革工作情况汇报，对相关工作进行指导。</span> </p>

<p> <span>探索实践给予充分肯定，并就下步工作提出具体要求。方庆建指出，要继续深化“三位一体”农民经济合作组织改革，完善相关配套政策和体制机制，以市场化为导向，聚焦“三农”，进一步提高农业、农村、农民组织化程度，促进农业增效农民增收。区农合联要充分发挥好供销社纽带作用，成立资产经营公司，按照“市场化运作、利益共享、风险共担”的原则，服务市场主体，着力实现农业生产标准化、品牌化、规模化。</span></p>
