<p><span> 徐利水指出，市第七次党代会是一次承前启后的重要会议，党代会报告是指引今后五年衢州发展的纲领性文件。大家既要看到过去五年衢州发展取得的累累硕果，坚定加快发展、创新发展、转型发展的信心和决心，也要准确把握一份历史重任、一个奋斗目标、一条发展路径、一个根本保证的“四个一”目标任务。要学习好、领会好、宣讲好、贯彻落实好市党代会精神，按照区里总体部署，结合工作实际，通过各种形式、多种形式、创新形式开展宣讲活动，做到工作到哪，宣讲到哪，实现宣讲全覆盖。</span> </p>
<p><span> 徐利水要求，要按照陈新书记提出的“首善之区”要求，深入推进“两创强区、两美富民”战略，各条各线要围绕成为最好的区、最漂亮的区、最美的区、老百姓幸福度最高的区、集聚度最强的区这“五个最”的要求定好目标、找准定位、衡量工作、提升标准，全力推进各项工作。要快干，以快制慢，打破常规，全力干好六件事，以更大决心、更大力度、更快速度推进“两美”建设，努力开创新一届领导班子工作新局面，为柯城“十三五”发展营造良好环境。要大干，坚持“两创强区”，大抓产业、实业和开发区建设，通过招商引资引进好项目、拔尖人才和品牌企业，推进工业、农业转型发展、创新发展。要带头干，领导干部要带领大家干，挂联项目，奔赴一线，多到现场解决问题、推进工作。</span></p></div>
