<p> <span>徐利水指出，要提高站位，鼓足干劲，把建设衢州“首善之区”作为我区工作的重要目标。陈新书记在讲话中对柯城提出了成为“最好的区、最漂亮的区、最美的区、老百姓幸福度最高的区、集聚度最强的区”，建设衢州“首善之区”的要求和期望。围绕“首善之区”的目标定位，我们要统一思想认识，提高标准要求，激发斗志干劲，积极争先创优，使柯城各方面工作真正与“首善之区”称号相匹配。</span> </p>
<p> <span>徐利水要求，要坚持问题导向，分工落实重点工作。要加快上洋专业市场城和衢化路公铁立交桥的改造提升，抓紧做好规划设计和改造方案。要加快农村“赤膊墙”整治，彻底消灭主要干线沿线可视范围内的农村“赤膊墙”。要大抓垃圾分类工作，按照“全覆盖、可持续、高水平”的目标要求，探索走出一条具有柯城特色的垃圾分类新路子。要推进“厕所革命”，创建一批农村示范公厕，研究探索生态型公厕。要剿灭劣V类水体，全面实现全域剿灭劣Ⅴ类水体目标。要谋深现代物流产业，研究放大现代物流业的溢出效应，带动区域产业转型提升、创新发展。要推进民宿经济发展，加快七里云舍、九华大荫山森林穿越、张西古村落和弈谷等项目建设。要加快柑橘供给侧改革，抓好中澳柑橘风情园等一批精品园建设。要推进“一带一树”工作，加快万九线、苦狮线、花木线的绿化美化，搭建生态田园框架体系。</span> </p>
<p> <span>徐利水强调，要雷厉风行，快速推进各项工作。各级各线要快马加鞭，全速推进绿化洁化、整治“赤膊墙”和乱搭建等工作，夯实生态田园本底。要全权负责，牵头领导要用好协调指挥权和督查问责权推动工作开展。要全程督查，每周汇报工作进展情况，主要领导分工督办，纪委、组织部、督考办等部门联合开展“大督考”，对在一线表现突出的干部优先提拔任用。要全媒体宣传，把笔头、镜头对准主战场，聚焦垃圾分类、剿灭劣V类水和整治“赤膊墙”等重点工作，围绕全区中心工作、难点工作，营造浓厚氛围。</span></p>
