<h1 align="center">柯城“空壳村”有了“屋顶银行”</h1>
<p align="justify"> <span>近日，新世纪学校各教学楼顶格外热闹。由正泰新能源公司组织的施工队正在多栋楼屋顶同时进行防水作业。“等这些防水膜贴好后，我们就要开始安装光伏发电面板了。”正泰新能源公司项目经理刘庆海说，像这样的工程队，正在我区其他学校楼顶同步施工。</span> </p>
<p> <span>在各学校屋顶兴建的项目，就是我区“光伏强村”工程。去年以来，我区协调整合各部门涉农扶持资金，将省扶持发展村级集体经济试点项目资金、省扶持薄弱村发展集体经济专项资金、省山区经济补助资金、区级财政配套资金、扶持村集体结余资金等纳入项目资金拼盘，集中财力发展“光伏强村”工程。该项目利用柯城和西区范围内的闲置公共屋顶资源，安装光伏发电设施，发电收益用于发展经济薄弱村，整个项目的投资、承建均由政府兜底把关。项目建成后，柯城的经济薄弱村就有了能源源不断“生钱”的“金屋顶”，变政府“输血”为村集体自身“造血”。</span> </p>
<p> <span>“我们首先在城区各学校屋顶安装光伏发电面板，接下来，还要向政府、农村学校、乡镇卫生院等公共建筑进行延伸。”双西港管委会副主任方国忠相告,经勘察、测量，柯城和西区范围内共有72家单位近9万平方米屋顶具备实施光伏工程条件。今年1月，项目由正泰新能源公司中标开建，总投资近5500万元，总装机规模约7兆瓦，计划在6月15日前并网发电。项目实行EPC总承包模式，运维服务期25年，正泰新能源公司提供10年免费运维服务，余下15年利用发电收益的分成进行运行维护。</span> </p>
<p> <span>项目建成后，各村能得到多少收益呢？按照使用年限25年、衢州年平均日照1100小时、发电全部上网模式测算，项目建成后预计年收益740余万元，可为全区80个集体经济薄弱村年均增收9万余元。除了村集体有收益，一些免费提供屋顶的公共建筑也因项目受益。兴华中学总务处主任聂四土相告，因为该项目的实施，该中学部分教学楼顶漏水的问题也免费解决了，到了夏天还能给顶楼遮阳隔热，改善了顶层教室的教学条件。</span> </p>
<p> <span>据了解，我区即将制定出台《“光伏强村”投资收益分配方案》等制度文件，文件突出竞争性奖补导向，强化资金使用绩效。待项目建成后，所得收益将优先用于村级集体年收入5万元以下的经济薄弱村发展集体经济，激发“空壳村”发展内生动力。</span> </p>
