<p><span> 徐文光一行先后来到礼贤小学、大成小学改扩建项目现场，查看学校建设情况，详细了解学校各区块功能布局、办学规模和办学理念。据了解，礼贤小学是我市重大民生工程项目，建成后可容纳2000余名学生就学；大成小学荷三路校区位于荷三路与荷花东路交叉口西南侧，由原市技工学校改建而成。两所学校预计在今年下半年开学季全面投入使用。</span> </p>
<p><span> 在区文化中心项目建设现场，徐文光一行观看了规划效果图，了解区文化中心的设计亮点、建设进度等情况，并就地下停车位设置等方面问题进行现场指导。据了解，区文化中心项目为衢州市2016年为民办实事项目，项目的建设对改善我区公共文化基础设施条件，构建现代公共文化服务体系具有重要意义。</span> </p>
<p><span> 徐文光强调，社会事业既是民生保障力，也是文化软实力，更是城市竞争力。要站在区域科学发展全局和党委政府战略统筹大局的高度，“一盘棋”谋划、“项目化”推进社会事业建设，做到能优则优、能上则上、能快则快，着力拉长长板、补齐短板，为加快绿色发展夯实基础、增添动力。</span> </p>
<p><span> 徐文光指出，“十三五”是衢州社会事业高标准、大投入的关键时期，要坚持“补课+超前”“配套+带动”“事业+产业”，快马加鞭推进社会事业发展。要在全局中谋划，按照人与建筑与自然和谐共生、产城人文高度融合发展的要求，统筹空间发展战略、城市规划布局、片区功能定位和相关公建配套，分清主次先后、轻重缓急，组合好各类社会事业项目，实现整体效益的最大化。要以“项目化”为主线，坚持“规则在先、规范操作、公开平等、竞争择优”，健全策划、设计、招标、监管规程，选择和产生一个好的投资主体，确保项目建设取得如期进展和预期效果。要强化开放开发，努力引进优质资源要素、高端人才项目，积极探索市场化、社会化、资本化运作方式，为社会事业发展注入新的动力和活力。</span></p>
