<p><span> 根据总体部署，衢州创建全国文明城市分两个阶段：第一阶段是用三年左右时间创建“全国文明城市提名城市”，其中前年是启动年，去年是关键年，今年是决战年。浙江省示范文明城区创建是创建全国文明城市的第一关，也是资格证。第二阶段是创建“全国文明城市”，创建时间为2018年至2020年。</span> </p>
<p><span> 方庆建指出，要认清形势，思想认识上再深化。创建全国文明城市、省示范文明城区决不是可为不可为的事，而是必须完成的政治任务，是回应群众关切、为群众谋福祉。柯城作为中心城区，要切实扛起主城区的责任担当，各单位一定要在思想上真正重视起来，主要负责人要亲自抓、主动抓，倒排时间、挂图作战，坚持长效管理、集中整治，切实把创建工作抓紧抓实、抓出成效。</span> </p>
<p><span> 方庆建强调，要精准发力，攻坚克难上再细化。要高标准、严要求、快节奏，把准“方向”、打中“要害”，切忌“多头发力”。要盯紧重点问题，开展地毯式摸排，及时查漏补缺、整改完善，确保不留死角、不留空白、不留盲点，同时加强日常巡查，防止反弹。要狠抓难点突破，结合“两美”行动全面整治“脏乱差”，全面提升窗口行业服务水平，以社区为“网格”加大对突出问题的排查整治力度。要造浓创建氛围，利用一切宣传阵地和宣传手段，组织开展全覆盖的宣传活动、多形式的宣传教育和高密度的宣传报道。</span> </p>
<p><span> 方庆建要求，狠抓落实，压实责任上再强化。创建是一项关联度很高、系统性很强的工作，工作领域宽、涉及部门多，必须强化责任驱动、统筹联动、督考推动，确保圆满完成省示范文明城区调研测评迎检工作。</span></p></div>
