<p><span> 市委人才办主任余卫军参加会议，并对我区基层党建工作给予充分肯定，就抓好下步基层党建工作提出要求。区领导方庆建、胡松、徐连土、薛伟、姜海洋、叶征宇、柴文灯、张军、贵丽青、何健等参加会议。</span> </p>
<p><span> 会上，全区15个乡镇（街道）的党（工）委书记结合PPT依次作基层党建工作述职，汇报2016年度履职情况、存在问题和2017年工作打算。参加会议的区领导、党建工作领导小组成员、组织部部务会议成员、“两代表一委员”等对各乡镇（街道）党（工）委书记作述职评议。</span> </p>
<p><span> 徐利水认真听取述职报告，对全区过去一年的基层党建工作实绩给予了充分肯定。他说，各乡镇（街道）紧扣中心工作抓党建，坚持问题导向抓党建，坚持项目平台抓党建，围绕“党建+”创出了各自的特色。不过，党建统领的意识和能力、项目攻坚的意识和能力、发展为民的意识和导向、队伍建设还需要在实践中不断加强。</span> </p>
<p><span> 针对新一年的基层党建工作，徐利水要求，要抓好“第一责任”的落实。各级党组织书记要把党建工作作为主业，当好党建的第一责任人，抓党建促发展，抓管理带队伍，整乡整镇整区提升推进党建工作。要抓好“第一基础”的建设。基层基础是一切工作的基础，基层领头人队伍建设则是基础中的基础，要按照“绝对忠诚、干事担当、群众公认、清正廉洁”的铁军标准抓好第一基础的建设，把村级组织换届作为抓第一基础的重要切入点和重要抓手，围绕政治关、素质关、公认关、纪律关“四个关口”开展基层基础大巡查，把好基础的入口关，让能干事、想干事、真正为老百姓办事的能人、贤人、年轻人上岗。要抓好“第一难题”的破解。强区富民是柯城当前面临的第一难题，要打好“两创强区、两美富民”组合拳，开展互看互比擂台赛，通过比干净、比田园庭院、比拆改、比招商、比项目，干出特色成绩，合力破解难题。要抓好“第一平台”的融合。深入研究“党建+治理”，整合力量，集成功能，提升效率，力争实现群众和企业到政府办事“最多跑一次”的目标。要抓好“第一品牌”的创建。要严管、严督、严肃问责，树立党建品牌，打出红色品牌，推动我区更快更好发展。</span></p>
