<p><span> 据了解，2016年，我区以农业供给侧结构性改革为契机，先后出台柑橘产业转型发展实施意见等柑橘产业扶持政策，按照改造一批、改良一批、转型一批的要求，大力推进柑橘产业转型发展，在全市柑橘产业转型发展工作考核中获一等奖。当前，我区柑橘产业还存在柑橘价格低、主体规模小两大困境和柑橘积温不够、周期性冻害两大短板，需要通过深入推进“衢州椪柑”改革加快柑橘产业转型升级。</span> </p>
<p><span> 与会人员先后来到航埠镇园中园家庭农场、航埠镇华昌家庭农场和华墅乡宇发家庭农场，参观大棚密植椪柑基地、市级柑橘精品园示范基地和大棚椪柑示范基地，交流学习柑橘种植经验。会上，航埠镇、石梁镇等乡镇代表签订了“衢州椪柑”改革工作目标责任书，柴家柑橘合作社、黄茶柑橘合作社、宇发家庭农场、后王坂柑橘合作社作交流发言。</span> </p>
<p><span> 在华墅乡大棚椪柑示范基地内，徐利水现场动员橘农发展精品柑橘。他说，柯城是柑橘之乡，我们要按照中央、省、市关于农业供给侧结构性改革的要求，大力推进柑橘产业转型升级，努力种出精品柑橘，不断提升“衢州椪柑”品质。</span> </p>
<p><span> 徐利水强调，要推进柑橘产业规模化经营，尤其是加大“双溪”片区等地块的土地流转，发展适度规模的精品橘园，培育出市场前景良好的精品柑橘。要发展设施化栽培，通过设施化培育为橘树控温，避雨减灾，控制采摘，保证柑橘品质，并配套发展农业休闲采摘游。要走标准化道路，推进柑橘品种、栽培技术、生产管理标准化。要实施品牌化营销，以“衢州椪柑”作为共同的运营品牌，通过基地直销和互联网直销，减少中间环节，增加收益。要贴心化扶持，农业部门要为橘农提供优质品种，与橘农建档结对，开展项目扶持、金融扶持和专业服务。要全面提高精品柑橘产量，全力做好柑橘销售，打响“衢州椪柑”品牌，推动柯城成为全国性的椪柑集散地。</span> </p>
