<p align="justify"> 日前，我区召开创建国家全域旅游示范区工作动员会，正式启动为期三年的创建工作。区委书记祝晓农在会上讲话，区长徐利水主持会议，区领导胡松、张晓峰、张军、张贤友、章雨土出席会议。</p>
<p align="justify"> 据了解，全域旅游是一种新的区域旅游发展理念和模式。去年8月，国家旅游局发出《关于开展“国家全域旅游示范区”创建工作的通知》。今年5月，我市召开创建国家全域旅游示范区工作动员会，并下发《关于实施全域旅游发展战略的意见》，提出到2018年全市成功创建国家全域旅游示范区的目标。根据部署，我区将按照城区景区化、集镇景点化、农村景观化、全域景区化的要求，通过三年时间努力，力争到2018年底成功创建国家全域旅游示范区。</p>
<p align="justify"> 祝晓农指出，发展全域旅游是发挥资源优势打造柯城主题形象的重要途径，是优化生态环境打造美丽家园的重要抓手，也是拉动经济增长和转型升级的重要动力。近年来，我区围绕打造现代田园城市示范区的目标，狠抓旅游项目建设、业态培育、市场营销、环境治理，旅游业取得长足发展，特别是桃源七里景区整乡获评国家4A级景区为全省首创。但是，对照全域旅游示范区标准，我区旅游在开发力度、产业链延伸、民宿经济发展水平、旅游基础设施配套等方面还存在不少短板。各级各部门要进一步提高思想认识，以创建国家全域旅游示范区为抓手，补齐旅游短板，不断提升柯城主题形象。</p>
<p align="justify"> 祝晓农强调，要把握工作重点，抓好贯彻落实。要把握规划引领这个龙头，点线面结合做好规划。要夯实基础设施这个基石，破解行路难、停车难、如厕难问题。要强化项目带动这个引擎，加快推进张西古村落保护与开发、大荫山森林旅游开发等项目建设，以快制慢，率先抢占旅游中高端市场。要深化“旅游+”产业融合发展这个根本，促进旅游业与农业转型升级、工业提升发展、养生健康产业、文化创意产业等相融合。要打造旅游精品线路这个载体，重点打造古城历史脉络探寻游、城乡融合现代田园城市游、乡村休闲游和“两溪游”。要激活体制机制创新这个动力，设立旅游集散服务中心，强化旅游综合协调能力。</p>
<p align="justify"> 祝晓农要求，要尽快理顺全域旅游体制机制，加快全域旅游总体规划编制，抓紧推进旅游项目建设，加快旅游精品线路的谋划与打造，确保今年年底前推出古城游。</p>
