<p align="justify"> 日前，我区召开农村工作暨扶贫开发工作会议。区委书记祝晓农出席会议并讲话，区长徐利水主持会议，区领导胡松、张晓峰、贵丽青参加会议。</p>
<p align="justify"> 过去一年，我区以全面深化农村改革、加快美丽乡村建设为主线，把“五水共治”、农村环境综合整治、农业产业转型、促进农民增收致富等重点工作放在突出位置，实施“五百”工程，完善精准帮扶机制，全面消除了家庭人均年收入4600元以下贫困现象。</p>
<p align="justify"> 祝晓农充分肯定了去年全区农业农村工作成效，并对今年工作提出要求。祝晓农强调，今年是“十三五”开局之年，全区各级各部门要看清形势，把握规律，清醒认识做好“三农”工作的重要性和艰巨性。要充分利用“互联网+”、省市扶持力度加大和城乡辐射带动等有利条件，进一步抢抓发展机遇，顺势而为。要找准问题，抓实措施，整合资源，进一步补齐农业农村工作短板。</p>
<p align="justify"> 祝晓农指出，2016年我区农业农村工作的重点是创建美丽乡村示范县和打造“一县一带”。要按照“改造一批、改良一批，转型提升一批”做细方案，加快农业产业转型提升步伐，加快发展都市农业、时尚农业和创意农业，着力推进农业供给侧改革，全面提升现代农业发展水平，努力实现“农业强”。要以“一县一带”创建为主抓手，</p>
<p align="justify"> 实施三年行动计划，整合资源，整片推进，建设连线成片的风景带，全力打造美丽乡村升级版，努力实现“农村美”。要大力推进农村电商、来料加工、乡村旅游和农民培训，多业态强村、多渠道促进富民增收，同时继续实施精准化扶贫，充分激发农民创业创新热情，努力实现“农民富”。</p>
<p align="justify"> 祝晓农要求，全区各级各部门要进一步加强对“三农”工作的组织领导，落实责任要求，强化督查，确保工作目标任务的实现。要进一步加大资金投入，充分发挥财政资金“四两拨千斤”的作用，引导民间、金融、工商资金投入到“三农”领域。要进一步推进改革创新，放大农村“三位一体”和农村金融改革经验做法，实现由点到面的转变。要按照大抓基层组织年活动要求，整乡推进，整县提升，配强村级班子，进一步夯实基层基础，推动“三农”工作任务落实。</p>
<p align="justify"> 区委副书记、区政协主席张晓峰全面总结了去年全区农村工作和扶贫开发工作，并就今年工作任务进行具体部署。</p>
<p align="justify"> 会议还表彰了2015年度新农村建设先进单位和个人，区政府与乡镇（街道）代表签订了农村公共安全责任书。</p>
