<p align="justify"> 日前，我区召开“清三河”达标验收动员部署会。区委书记祝晓农出席会议并讲话，区长徐延山主持会议，胡松、张晓峰等区四套班子领导参加会议。</p>
<p align="justify"> 据了解，主城区创“清三河”达标县（市、区）在全省范围内尚属首例。此次“清三河”验收重点检查黑臭河、垃圾河水质情况，农村生活污水、垃圾集中处理建制村覆盖率，河长制落实情况、制度建设情况，社会公众满意率等7项指标。</p>
<p align="justify"> 祝晓农指出，要明确任务，认清现状。我区自“五水共治”工作开展以来，探索出了一条具有柯城特色的治水新路子，从源头上杜绝了“黑臭河”出现，许多治水工作走在全市乃至全省前列，创建“清三河”达标县有着较好的基础。但是，此次主城区创建“清三河”达标县的创建标准要求较去年更高，存在的问题也不容乐观，各级各部门要进一步明确任务，认清现状，集中精力和时间，对照重难点和薄弱点逐一整改落实到位。</p>
<p align="justify"> 祝晓农强调，要突出重点，全面整改，确保全面排查到位，整改落实到位，责任追究到位。要仔细排查每一条河道，不留死角全覆盖；要逐项列出11个方面问题的整改时间表，明确责任和时间，倒排计划，确保全面落实到位；要加大问责力度，哪个地方、哪个环节出现问题就追究哪个责任单位的责任。</p>
<p align="justify"> 祝晓农要求，要统筹联动，增强合力。区治水办及8个专项工作组要发挥牵头抓总的作用，与乡镇密切沟通联系，配合解决问题。水利、环保、农业等相关责任部门要认真履行职责，巩固和提升水质监测、畜禽养殖污染治理成果。“两办”督查室、治水办要牵头对重点区域、河长制落实等情况进行督查。区乡两级要落实专人，完善有关工作台账。宣传部门要加大宣传力度，提高百姓对“五水共治”的满意率。</p>
