<p align="justify"> 日前，省人大常委会党组副书记、副主任程渭山带队来我区视察庙源溪、石梁溪“两溪”流域综合整治工程实施情况。副市长朱建华，区领导祝晓农、叶征宇、朱晓源等陪同视察。</p>
<p align="justify"> 据了解，程渭山为太湖流域重要支流———苕溪的省级河长，此行主要是带领联系部门人员和苕溪流域涉及杭州、湖州的市、县两级相关负责人，前来考察我区实施全流域治理和生态景观化改造，实现黑臭河向“最美溪流”转变的经验做法。</p>
<p align="justify"> “这么漂亮，就是一个景区嘛！”“治水跟文化结合在一起了。”……程渭山一行先后视察了石梁溪附近由猪棚改造而成的“尚品画艺”画廊,石梁溪关王堰、司马堰、海龙堰、金庸文化广场和庙源溪鲶鱼湾等节点景观工程，并听取我区水岸同治、上下同步、规划同推、干群同心整治溪流的经验做法介绍。一路上，大家对两条“最美溪流”的生态景观、别致堰坝赞不绝口，不时拿出手机拍下如画美景。</p>
<p align="justify"> “规划设计理念决定治理水平。庙源溪、石梁溪两条溪的治理突破了传统河道治理的概念，不仅实施全流域治理，还因地制宜设计堰坝造型，把防洪排涝跟治水、造景、美村、富民都结合起来，实现了水清、景美、村美、民富，带给我们很多启发。”程渭山说，做好河道治理，首先规划设计要因地制宜，堰坝、护坡等不能千篇一律； 其次要考虑综合效果，实现经济效益、社会效益、生态效益的高度统一，通过治理，使河道成为景观带、经济带、致富带；最后，还要建立长效管理机制，深化落实“河长制”,实现水清岸美、经济发展、百姓富裕、社会和谐的目标。</p>
