<p align="center">同步启动浙江省示范文明城区创建工作</p>

<p align="justify"> 日前，我区召开创建全国文明城市暨浙江省示范文明城区动员会。区委书记祝晓农强调，要以“说干就干、干就干好”的决心，动员全区上下投入到文明创建中来，全面掀起创建全国文明城市热潮。区长徐延山主持会议，区领导郑小瑛、张晓峰、鲍继红、吴云林、颜雪高参加会议。</p>
<p align="justify"> 全国文明城市是目前我国城市综合类评比中反映城市整体文明水平的最高荣誉，也是一个城市最有价值的无形资产和最具竞争力的“金字招牌”。根据全国文明城市创建工作程序，全市创建工作总体分两个阶段进行。第一阶段是创建“全国文明城市提名资格”阶段，从今年起至2017年，我区要确保成功创建省示范文明城区，衢州市确保进入“全国文明城市提名资格”行列。第二阶段是创建“全国文明城市”阶段，在实现“全国文明城市提名资格”目标的基础上，再经过2018年至2020年三年时间的奋力攻坚，力争2020年创建成为全国文明城市。</p>
<p align="justify"> 祝晓农指出，全国文明城市是城市综合类评比中要求最高、最严的城市评比标准，衢州要获得全国文明城市提名资格的前置条件就是我区必须成功创建浙江省示范文明城区。近年来，我区通过“五城联创”，创建工作有了一定的群众基础，积累了很好的创建经验。大家一定要坚定信心，以“先行一步”的政治高度来认识创建工作，把这项工作做细做实。</p>
<p align="justify"> 祝晓农强调，要以“创就创成”的目标要求来指导创建工作。要抓重点，全面提升市民素质，加大环境综合整治力度，加强基础设施建设；抓亮点，弘扬“最美”精神，彰显文化特色，打造志愿者服务体系； 破难点，以“钉钉子”精神攻坚克难，建立文明建设的长效机制。要以“服务大局”的工作要求来推进创建工作，让创建工作与全区经济社会发展互促共进，通过创建解决城市建设、百姓生活中存在的突出问题，更好地提升百姓的幸福感。要以“合力共为”的责任意识来保障创建工作，确保各项任务不折不扣落到实处，不断提高市民文明素质，形成市、区两级合力共建的良好氛围。</p>
