<p align="justify"> “控制室，甲类罐区R142b贮罐发生一氯二氟乙烷泄漏，有一人中毒昏迷！”“明白，请你们注意自身安全，我马上汇报！”……6月25日上午9点40分左右，由区政府主办的重大化学事故应急救援演练在位于东港柯城工业园的浙江弗莱制冷剂有限公司启动，一场紧急的“救援”随之紧锣密鼓地展开。</p>
<p align="justify"> “事故”现场位于弗莱公司甲类罐区，随着易燃气体一氯二氟乙烷的“泄漏”，现场冒起一股灰烟。公司报警仪发出报警后，控制室当班人员立即通知当班班长，班长随即带领两名员工戴好防毒面具前往事故现场检查，发现贮罐底部破损并有泄漏。乙员工打开雾状消防水对现场进行稀释，班长与甲员工则进入罐区想进行切断处置，然而由于泄漏量较大，难以靠近，无法关闭其他联通阀门。</p>
<p align="justify"> 这时，甲员工因吸入大量气体“中毒昏倒”。班长立即向公司控制室汇报，控制室紧接着向公司总经理汇报情况，并向119指挥中心报警。</p>
<p align="justify"> 随后，弗莱公司启动生产安全事故应急预案，组织员工捂着毛巾疏散撤离。119指挥中心接警后即下令市经济开发区消防大队赶赴现场。120急救车也到达事故现场，将中毒人员送往医院救治。</p>
<p align="justify"> 同时，公司总经理向区安监局汇报了情况，区安监局随即向区政府应急办汇报。经区长同意，区政府启动《柯城区化学事故应急救援预案》，向环保、卫生、交警等成员单位发出组织救援指令，赶赴现场进行人员疏散、设置警戒等应急处置。</p>
<p align="justify"> 救援期间，一氯二氟乙烷泄漏的贮罐突然着火燃烧，情况危急，有爆炸危险。区安监局迅速向市安监局汇报情况，要求增援，市安监局立即向省安全生产应急救援巨化中心下达社会救援命令。巨化中心到达事故现场后，用高喷水枪、消防炮等对着火一氯二氟乙烷贮罐及周边罐进行冷却。同时，在消防队员的配合下，专业抢险队和弗莱公司应急救援人员进入现场处理，成功对泄漏的罐体进行堵漏，消除了危险源。此时，离“事故”发生不到半小时。</p>
<p align="justify"> 据悉，此次演练是我区安全生产月活动的一项内容，目的是提高政府应对突发事故的能力和水平，强化全区各单位和企业应急救援协调联动机制和联合处置机制，切实增强我区应急管理工作的科学性和有效性。</p>
<p align="justify"> 区领导徐延山、叶征宇、楼林钱、徐小平和市应急办、市安监局领导，以及区级有关单位、各乡镇（街道）分管领导、安监员，全区危化品企业安全管理人员现场观摩了演练过程。</p>
