<p align="justify"> 日前，我区举办新《行政诉讼法》专题讲座，邀请浙江大学光华法学院教授、博士生导师章剑生为全区领导干部讲解新《行政诉讼法》的相关知识。祝晓农、胡松、郑小瑛等区四套班子领导到场聆听。区长徐延山主持讲座并部署新《行政诉讼法》的学习宣传贯彻工作。</p>
<p align="justify"> 去年11月1日，第十二届全国人民代表大会常务委员会第十一次会议审议通过了《全国人民代表大会常务委员会关于修改〈中华人民共和国行政诉讼法〉的决定》。这是《中华人民共和国行政诉讼法》自1989年制定后作出的首次修改，新修改的《行政诉讼法》将于今年5月1日开始实施。</p>
<p align="justify"> 讲座中，章剑生教授结合具体实例和丰富的专业知识，从为什么要修改《行政诉讼法》、本次修改的主要内容和新法实施后政府如何应对新挑战三个方面进行了深入浅出的讲解。章教授介绍，此次修改主要针对实践中立案难、审理难、执行难等“三难”问题丰富完善条文内容。修改后，条文从原来的75条增加到103条，其中和政府工作紧密相关的内容有：立法目的中增加“解决行政争议”的表述，扩大行政诉讼的受案范围，提高审级，复议机关当被告，变立案审查制为立案登记制，强化对行政机关依法行政的监督，等等。</p>
<p align="justify"> 章剑生教授认为，新法实施后将对政府依法行政工作带来深远影响，行政机关负责人应增强出庭应诉的能力和责任心，行政机关要尽可能把行政争议化解在行政程序内，法制部门要严把合法性审查关，同时，全面提升一线执法人员的整体素质。</p>
